In the nearest future the President of Russia intends to instruct the government of the country to develop and adopt the investment programmes of the ports’ development and consider the possibilities of the creation of free port zones with preferential taxation. Vladimir Putin announced this intention while delivering his annual speech to the Federal Assembly (Information Agency Regnum reports). According to the President, Russian cargo flows shouldn’t run through the foreign ports.

The President emphasized the necessity of increasing the throughput capacity of the water ways. He mentioned that one of the important tasks was the creation of international consortium for construction of the second phase of the Volgodonskiy Canal. According to Vladimir Putin’s opinion this will have the strong impact on the international position of Caspian countries and will be economically sound project for Russia.
