Vladimir Putin expects quick adoption of amendments to the federal law “On special economic zones”, related to the port zones on the territory of the Russian Federation. He made this statement while delivering his speech at the joint meeting of the City Council and the Sea Board of the Russian Federation in Murmansk (RIA “News”).

According to the Deputy Minister of finance, Sergey Shatalov, the draft law was introduced to the State Duma on April, 26. “We agreed to pass this law during the spring session,”- he reported.

However the deputy, Artur Chilingarov, thinks that special status of the sea ports shouldn’t be considered together with the status of airports. “Airports - are a separate topic. The draft law is overloaded. I think that we should meet more often, discuss and make some research. If we want the law to be passed quickly, than it’s easier to consider this law only with relation to the sea ports,”- underlined he.

The Minister of transport, Igor Levitin, mentioned that the draft law shouldn’t be divided into 2 parts because it functions in the same way with relation to both airport runway systems and land for the sea ports.

Levitin stated that the infrastructure of the sea ports should be included in the territories for transport or industry, not residential areas. “Otherwise we won’t be able to set the borders for any of the ports,” - said the head of Mintrans, mentioning that the same problem was encountered by Saint-Petersburg, where the port is related to the city land.
